Please read rules before signing up. If you think of something that I may have left out or have a question please let me know so I can address it.
1. League comprised of a maximum of 16 teams.
1a. 4 divisions of 4 teams
2. GMs will select a franchise from the available pool of MLB franchises.
2a. Teams must keep the chosen team name.
3. GMs may keep a total of 20 MLB/MiLB players from the original franchise. - Trading will open as soon as all 20 franchises have selected the 20 keepers and we have Locked each teams set Rosters.
3a. Each GM is required to have YIM or AIM. This is the preferred method of communication for this league and its GMs. If you do not have either it is free and all you need to do is sign up for it.
4. MLB Draft will be 7 rounds. The available players will consist of the franchises that do not get an owner and all the players from the taken teams that were not kept.
4b. Their will be a 12 hour time limit per pick. There will be a dead time from 12pm(midnight) until 6am EST. You may still make picks during these hours but the time will not count against you.
4c. A player must have more than 150AB or 50IP to be eligible for the MLB draft. All players with less than these requirements can only be selected in the MiLB draft.
5. Free Agency
If there is an available player you want to bid on in free agency. Post the players name in the FREE AGENT BIDDING section. A legal starting bid for a player is 400k. A player will be won once a bid has no increases after 24 hours. The winning GM will determine the contract of 1-5 years once the auction has ended. The salary for each year will be what the winning amount is. There will be no staggered money of contract years. Staggered money will only happen in the event of a real life contract at the beginning of the league.
Valid increases to a bid.
$400k to $4.999M = minimum of 100k bid increases.
$5M to $9.999M = minimum of 250k bid increases.
$10M+ = minimum of 500k bid increases
Contract minimums:
In order to keep teams from bidding outrageous amounts for a single season, there will be a minimum number of years to contract at these amounts
$20m - $24.999m = 2 year minimum contract
$25m+ = 3 year minimum contract
- In order for a player to be available to be nominated for FA bidding he must have at least 1AB or 1 IP.
It will be each GM's responsibility to be sure he/she submits a proper bid.
5c. Milb eligible players may be bid on as long as they have at least 1 mlb ab/ip.
5d. Free agent Bidding Deadline will be August 31st of each season. It will reopen in January after all Franchise and Restricted players have been designated.
5e. You may drop a player to free agency and bid on him again after a 2 week period has passed.
5f. Contracts must not be frontloaded or backloaded more or less then 40% of aas.
6. A 5 round draft of MiLB players (players with no MLB playing experience or under 150 abs or 50 ip for the upcoming 2009 season) will be held in October or November of every year.
6a. MiLB players will be costed at $400K/yr
6b. All Japanese players are only eligible for the MiLB draft unless they have MLB experience. Japanese MiLB draftees will be assumed for the league minimum (400K) in the first year and then their Real Life Contract will be assumed for every year thereafter.
7. Salary Cap = $115M
7a. The salary cap will increase 2m every odd yr. So it will be 117m in 2011.
7b. Teams may not exceed the cap and, in the event that a transaction (Trade/FA signing) may result in such, the transaction will not be executed until the team has made the necessary adjustments. A period of 48 hours will be provided, from the time the transaction occurs, to do so. If not carried out the transaction will be declared void or, in the case of a FA, awarded to the next highest bidder.
7c. Salary cap can NOT be traded
8. Minimum contract = $400k/yr - Empty MLB and MiLB roster spots will be costed at $400k
9. Roster will be comprised of a Maximum of 40 MLB/MiLB players. That gives the owner a choice either way for how he wants his team built.
9a. MiLB status will be determine as of the start of the then current season, e.g. a player with no MLB game experience prior to the start of the 2009 season, will be deemed MiLB eligible for the draft. However as long as a player has not accumulated more than 150 ABs or 50 IP in a single year, he is eligible for the MiLB/Minor Roster.
9b. In the event that the player is undrafted and subsequently plays a MLB game in 2009, he becomes an eligible FA.
9c. at no time may a team's roster exceed the limit established for that season, e.g. 40 in 2009
10. Positions in this league will be:
C, 1B , 2B, SS, 3B, 3OF, 2Util, 2SP, 2RP, 5P
10b. Maximum of 165 games for position players and 1400 IP for pitchers.
11. Scoring: 6X6 Roto

12. Site: The league will be played on ESPN. The league buy in is $15. Prizes are awarded to The four division winners and the top second place team. Amounts to be voted on. All business in the offseason will be conducted here on the message board.
13. Restricted Free Agent (RFA) Tag - each franchise will be assigned 2 RFA tag per year. -
13a. The original franchise has 48 hours from the time the high bid is posted to indicate via a post whether it will match the high offer, after that time it will be awarded to the highest bidder.
13b. The tagging franchise can restructure the winning deal.
13b. RFA Tags are tradeable.
14. Franchise Tags - each franchise will be allowed 1 Franchise Tag per year -
14a. Players who are Franchised will take on there real life contracts up to five years of it.
14b. You may convert your 1 franchise tag into 2 RFA tags if you so desire for your team.
14c. A player must become a FA when his Franchise contract expires even if traded to another franchise.
14d. You may not have more than 4 Franchise tags at one time on your roster.
14e. Franchise Tags are Tradeable but are value pretty heavily.
14f. One franchise tag from 2008 was aloud to be carried over due to lack of pending free agents. That was a one time deal.
15. Dropping Players - any player can be dropped to free agency, however the team will be responsible for half of the players remaining salary in every year of his contract .
15a. This write-off must be spread over the life of the contract at 50% of each year's salary, in special cases it may changed due to circumstances, but will be determined by the LO.
15b. a team drops CANNOT rebid on a free agent that it has dropped for a period of 2 weeks.
15c. When the player gets a new contract, the team remains responsible for the write-off unless the new contract exceeds the old contract (a player with a contract of $3M for 07 and $2M for 08 is released and is signed by another to a one year contract of $1M for 07) the team is responsible for half of the $2M difference between the old and new contract for 07 and still owe half of the $2M for 08.
15d. Death and Retirement are the only exceptions for NOT having to pay a write-off.
15e. You can do a one-time write off where you pay half of the total contract in that season, and the next yr you are free of the deal.
15f. Players on one yr deals can not be released after trade deadline.
16. Releasing Prospects: You may release any prospect at the beginning of the season with no penalty, but once the season begins you pay half the salary for that yr or length of contract.
17.Trading: You may trade any player and/or picks. Both MLB and MiLB picks are tradeable. There is no trading salary cap. But you MAY trade RFA or Franchise tag (s).
17a. All trades must be posted in the Trade Thread for review.
17b. There will be a trade committee comprised of the 2 comishes and 3 managers. All will be expected to vote on all trades as long as they are not one of the teams involved in the deal. Majority vote will be needed for approval.
17c. Trade Deadline will be August 31st of each season.
17d. Trading will reopen the day after the World Series ends.
18. Maximum contract length = 5 years - option years, opt-out clauses, bonuses etc. will NOT be applicable. Cot's will be used for all contracts.
19. Position eligibility -
19a. A position player must have played either 20 games at a position in the previous season or 5 games in the current season
19b. A pitcher need 3 games started to gain SP eligibility and 5 relief appearances for a RP designation
